The building is Dyffryn House (Dyffryn Gardens) St. Nicholas in the Vale of Glamorgan. The house was used for some time as the training establishment of the Glamorgan Constabulary. The gentleman in the front / centre in plain clothes is the Chief Constable Lionel Lindsay. It looks as though it could be a course for newly promoted Sergeants.
