This picture is of Jack Evans and Fredrick Lambourne dressed as Coachmen.
Jack was the "Son of George Evans. Stud Groom. Worked with his father in the stables before he became chauffeur. He was sent to Rolls – Royce to learn about cars and gained a certificate." (Mrs. Evans, 1973)
Fred was a "Coachman, later Chauffeur. Used to collect newspapers from town daily, in a Sunbeam motor-cycle with side-car." (Thomson, 1988)
Jack and Fred worked for Lord Tredegar at Tredegar House first as Groom/Coachmen, and then following the growth in popularity of the motorcar, as Chauffeurs.
