the Royal Oak
Thomas Dyer lately Butler to Mr William Truman
Harford Phelps of Stow Hill Newport saith - On
Sunday evening last about 7 O'clock I went with
William Gordon into the Royal Oak Public house
in Mill St[reet] Newport to have a glass of beer a girl brought us in a jug of Beer - I saw
there a great many men - at least 50 or 60 - The
kitchen and parlour were nearly full - I did not
know any of them by name but should know some
of them if I were to see them again - - We were in the Parlour - Whilst
there we observed the men whispering to each other-
Shortly afterwards a man came in whom I saw
pull out a paper of Gunpowder about half a
pound in quantity and also a quantity of waste paper which i believe was intended for wadding which he put upon the Table
and said "Never mind we have plenty more"-

The men rose up then, and directed the rest to
go across the fields to Bassileg and meet the rest
and to mind and stick firm - It was the

I think he is a man of the town - I should know
him again - I did not see the landlord of the
Royal Oak but saw his wife in the Bar
