This is known as "Horse Gears". A wooden shaft would be placed through the holes in the upright and engage with a hole in the centre post. A horse would be harnessed to the shaft. The horse would walk around the "wheel". The shaft seen on the lower left in picture 3 would turn and drive some machinery. Usually a chaff cutter, sometimes directly into a farm building to drive butter churns.
