Description

One of a series of political cartoons relating to prominent Neath figures, dating from the early years of the 20th century.

In May 1907, Inspector William Higgins was appointed Chief Constable of Neath Constabulary, a post he held for fourteen years. A political cartoon of the time, this postcard seems to allude to alleged police corruption under Higgins's management. The image, a curious mix of collage and drawing, shows a policeman being rescued by two gentlemen in an airship.
