Description
Phrenology was a popular Victorian science developed from the work of Franz Joseph Gall, who studied the relationships between a person's characteristics and the morphology of their skull. It was believed that the bumps or indentations on a person's head would allow an analysis to be made of that individual's personality and temperament, thought particularly useful in the case of criminals. These calipers would have been used to measure such indentations.
